At the end of August 2022, I announced a legislative initative for the upgrading and modernisation of the protection, the operation of the security agencies and the operation of the communications and after the change in National Intelligence Service’s (EYP) leadership and the establishment of double check to the legal intrusions,” stated Prime Minister Kyriakos Mitsotakis addressing the parliament on Thursday during the debate on Justice Minstry’s bill on the lifting of the communications confidentiality, cybersecurity and protection of the citizens’ personal data.

“I must remind you that the protection of communications in Greece was legislated in 1994 and then only one in 200 Greeks had a mobile phone, the internet did not exist and the term cybersecurity was totally unknown. Practically, this first legislation has remained stagnant,” Mitsotakis explained adding that “obviously that today’s technology explosion cannot be addressed with tools from the past”.
He also said that “today’s bill comes to delimitate a new field in which everyone should move. The common basis should be that no change should obstruct the national mission of critical arms of the State as EYP and the counter-terrorism unit.”
Among the changes that the prime minister announced is that only diplomats or a high ranking officers will be appointed as EYP chief and no journalists or private managers.
Mitsotakis also said that the definition of the concept of national security becomes stricter while the request for the lifting of confidentiality must clearly state the necessity and must be agreed upon by two instead of one prosecutor as it stands today.
Another change is the information of anyone placed under surveillance after the lapse of three years.

The elections will be held on time and we will win them

The government did its duty, it saw a problem and corrects it institutionally, the prime minister said. “If you vote against, essentially, you say no to the upgrading of EYP, you say no to transparency and to the prohibition of malwares,” Mitsotakis said to the opposition parties.
“We are only a few months before the general elections. I insist on dialogue for the major, the crucial and not the minor and hypocritical issues,” the premier said and clarified that the elections will be held on time and we will win them.
