Memorandum of Cooperation between Greece and Cyprus on digital transformation ratified in parliament

The Memorandum of Cooperation between Greece and Cyprus in the field of digital transformationwas ratified by a large majority in the parliament on Tuesday.

Ruling New Democracy, main opposition SYRIZA-Progressive Alliance and PASOK-Movement for Change were in favour while the Communist Party (KKE) together with “Niki” and “Spartiates” voted against. Elliniki Lysi, New Left and Plefsi Eleftherias declared “present”.

The Minister of Digital Governance Dimitris Papastergiou spoke of “a very important ratification not only for the common digital footprint in the two countries but also because it now acquires on a daily basis, common procedures, a common perspective in today’s digital age and common problem solving as well as existing challenges.”

“This agreement on the facilitation of transactions and the movement of citizens is a pilot in order to see how two states, but one nation and a common digital path, can overcome digital and other difficulties and work on a common digital background,”  Papastergiou noted.

The purpose of the memorandum is the mutual recognition of the digital documents of the two applications by the other state, the facilitation of the citizens of Greece and Cyprus by using the applications for their identification and the simplification of the citizens’ transaction with the state through the use of digital documents that have been issued by Gov.gr Wallet and Gov.cy Digital Citizen. Greece and Cyprus will exchange best practices and know-how to develop applications for the benefit of citizens and businesses.

The collaboration will start with the development of Gov.cy Digital Citizen for Cypriot citizens based on Gov.gr Wallet, the digital wallet of the Ministry of Digital Governance. At the same time, Cyprus has already advanced the electronic identity process. Cyprus’ know-how from the development of CY-eID, which has been implemented in accordance with Regulation (EU) 2024/1183, will be very useful for Greece.
