Η Τουρκία αρνείται συμβιβασμό για εγγυήσεις και επεμβατικά δικαιώματα, ενημέρωσε ο Αναστασιάδης

Η τουρκική πλευρά δεν αποδέχεται κατάργηση των εγγυήσεων και των επεμβατικών δικαιωμάτων. Αυτό ανέφερε ο Πρόεδρος της Κυπριακής Δημοκρατίας, Νίκος Αναστασιάδης, ενημερώνοντας νωρίτερα σήμερα το Εθνικό Συμβούλιο.
Σύμφωνα με πληροφορίες, ο Πρόεδρος είπε πως η αρχική αντίδραση των Τούρκων είναι αρνητική παραπέμποντας στις διαβουλεύσεις που θα γίνουν στην παρουσία του Γενικού Γραμματέα του ΟΗΕ, Αντόνιο Γκιουτέρες.
Ο υπουργός Εξωτερικών της Τουρκίας, Μεβλούτ Τσαβούσογλου, δεν υπέκυψε ούτε στις πιέσεις του γενικού γραμματέα, και μέχρι πριν από το γεύμα δεν είχε συναινέσει σε καμία υποχώρηση.
Σε σχέση με την πρόταση που κατέθεσε, ο Πρόεδρος της Δημοκρατίας αυτή προβλέπει τη συγκρότηση πολυεθνικής δύναμης με το 30-50% να αποτελείται από τις εγγυήτριες δυνάμεις – το 1/3 θα προέρχεται από τις εγγυήτριες δυνάμεις – αλλά με Ευρωπαίο Διοικητή και θα είναι 2000 στο σύνολο.
Ο Πρόεδρος Αναστασιάδης είπε πως εάν οι Τούρκοι αποδεχθούν θα διαπραγματευτεί το πακέτο που έχει καταθέσει, το οποίο προφανώς και δεν θα βελτιωθεί αλλά θα επιδεινωθεί, αναφέρουν πηγές της ιστοσελίδας μας.
ΣΤΟ ΜΕΤΑΞΥ: Τη θέση πως αν υπάρξει συμφωνία στα σημεία που ο ίδιος έθεσε, αυτό θα αποτελέσει σημαντική πρόοδο που θα ανοίξει το δρόμο για λύση του Κυπριακού μέσω περαιτέρω διαπραγμάτευσης εξέφρασε ο ΓΓ του ΟΗΕ Αντόνιο Γκουτέρες, μιλώντας κατά την πρωινή σύνοδο της Διάσκεψης για την Κύπρο στο Κραν Μοντάνα της Ελβετίας.
Σύμφωνα με πληροφορίες του ΚΥΠΕ, στην τοποθέτησή του ο κ. Γκουτέρες επανέλαβε τα σημεία του και ξεκαθάρισε ότι δεν διεκδικεί οποιονδήποτε ρόλο.
Είπε επίσης ότι θα συναντηθεί διμερώς με όλους για να ακούσει από πρώτο χέρι τις προσεγγίσεις τους στη σύνοψή του της περασμένης εβδομάδας. Σημειώνεται πως στην αρχή της Διάσκεψης ο κ. Γκουτέρες ανέφερε πως δεν θα διάβαζε την ομιλία που του είχαν ετοιμάσει.
Σύμφωνα με τις ίδιες πληροφορίες, κατά τη διμερή συνάντησή του με τον κ. Γκουτέρες, ο Πρόεδρος της Δημοκρατίας Νίκος Αναστασιάδης έθεσε τις θέσεις της ε/κ πλευράς και επεξήγησε τις προτάσεις της.
Η πρόταση του Προέδρου περιλαμβάνει τα εξής:
«…Nothing is agreed unless everything is agreed. Our proposals are subject to acceptance on all the issues, otherwise they are null and void.
On security and guarantees
We need a new security regime not a continuation of the old, an end of the Right of Intervention and of the Treaty of Guarantee.
The ToG and the Treaty of Alliance must be terminated on the first day.
On the withdrawal of troops
We must have a drastic reduction of troops on the first day.
The last remaining troops with their light equipment must also gradually withdraw and the troops that were included in the 1960s treaties must also be redrawn with a sunset clause.
There must me a solid system of assurances that will make t/k and g/k feel secure. The current guarantors cannot oversee themselves or implement.
On territory
The area of Morphou must be returned and the map must reflect the % of the constituent state that the g/c side has submitted. This would allow 60% of the displaced population to return under g/c administration.
On property
There will be two property regimes:
1. Properties under territories that will not be adjusted
2. A “special regime” for properties that will be in territories that will be adjusted
1. For territories that will not be adjusted we must be flexible
(.a) special consideration for families
(.b) significant improvements
(.c) subsequent purchasers
(.d) there must be a threshold for empty lands (a value under which they will not be returned)
(.e) the 1/3 value rule must be considered
Where it is impossible for the owner to be re-instated there should be alternative remedies.
2. For territories that will be adjusted
Re-instatement must be the rule.
There may be exceptions:
(.a) if somebody has built in a vacant plot
(.b) where the owner does not wish to return
(.c) where there are buildings of public interest
The g/c side is willing to consider exceptions according to the principles discussed in M. Peleran i.e. a “special regime” to be applied in some areas
On governance
We are willing to discuss the 2:1 composition to various collective organs.
We are ready to consider that decisions will be taken by a simple majority in certain institutions with the provision for one favorable vote from either side.
We are willing to discuss a Rotating Presidency with 2:1 ratio starting with the g/c President, provided that a single ticket is adopted with cross-voting and weighted voting.
On equivalent treatment
Turkish nationals must at any one time respect the 4:1 ratio. This arrangement must comply with the EU acqui. There will be limits for the acquisition of property by Turkish nationals.
Students, tourists, posted workers etc will receive temporary permits and temporary working permits with no restrictions.
According to the EU customs union there will be quotas for goods coming from turkey. There will be temporary measures (relaxations) for goods imported by the t/c from turkey – they may import goods according to their current levels.
Conclusion
All of the above proposals are subject to agreement on all issues.”
